Users/Default Operator: If a user is linked to multiple operators, the default operator for that user will be the active operator, if available.
GIR Service Bus: Implemented the library to consume messages in the SB.
Internal SSO Configurations: Added wildcards to allowed URLs.
EDA Pattern Update: Created service bus topic and message sender.
GIR Sync: Updated auth URLs for GIR in Mapal OS staging.

Bug Fixes

Configuration/Users/User bulk Upload: Fixed a bug where user was receiving a 503 error in the console when trying to bulk upload Users.
Administration/Operators: Fixed a bug where a 404 error was shown in console when adding a new business unit.
